Busy Body Resident of Powderham Park!

As a local business person with a responsibility which includes keeping the peace with local neighbours, I would like to think that I have been brought up from a young age as having some common sense and a bit of courtesy for others.
I run a local, community pub and recently we added to our family with a White German Shepherd Pup. The logic behind this being that we are family & dog friendly, German Shepherds are well known for being loyal and easy to train. We regularly exercise Tia (the dog!) up the hill and have a play with her tennis ball on Powderham Park.
Tia has had her food and we decided to do our usual trip up to the park (literally half an hour ago!) We particularly enjoyed this adventure because we decided to see how we went by letting her walk all the way off lead - and thankfully she kept right by our sides. Once we got to the park, Tia had her usual little run around. Tia then spotted a beautiful Red-Setter coming down the steps, so she promptly plonked her bum down and just watched, thus being no trouble to anyone.
We continued to walk up the path and Tia promptly followed. A few minuted later a resident with a little rat type yapping dog (aka Jack Russell), came out of her front dog, face like thunder and accused us of Tia 'doing her business' and us not clearing it up! I can't believe how rude & sour faced this resident was to us. I stood there in absolute shock!
As a local person who respects the beautiful place we live in, I would never - not clear up after my dog. This woman assumed because Tia had sat down to watch the other dog, that she was doing her business. After explaining to her, she was still rude to us.
Anyone else experienced this? I think I'll be having another word next time I bump into the miserable busy body!!
In summary, I suppose she's hacked off with others not clearing up after their dogs, but what right does that give her to throw false accusations to all that walk around the park??

Some people (like one of my neighbours actually) seem to have boring lives and are just looking for things to moan about. You get them everywhere I'm afraid.
